PEGI Case Study 1: Hatred

Hatred is scheduled for release this year on Windows by Destructive Creations. The player-character would currently appear to be a mass-killing villain who hates humanity and begins a “genocide crusade” to kill the innocent.
Whilst the game is not yet released, and all we really have going here is the trailer… The game would seem highly extreme in it’s nature, taking violence to a completely new level. In the trailer, it features some extreme violence with literally zero justice, and all that the game appears to be, is a mass-murderer who plans to kill as many people as possible before he ends up dead himself.
The trailer features a number of close-up fast paced executions, including where he puts a gun into a woman’s mouth and pulls the trigger, the stabbing of a police officer repeatedly in the stomach and also where he pins a man to the ground and blasts his head off with a shotgun. This kind of ultraviolence really raises the questions of what is acceptable content for a video game, but also how PEGI will react to a submission of the game.
PEGI have remained silent about Hatred so far, because all that is currently available is the trailer. PEGI have however said that the trailer could be very misleading and that it will be a waiting game before the developers submit them a copy.
PEGI will not outright ban Hatred however. It is a far more likely scenario that PEGI will grant the game an 18 certificate, as that is all that is within their power. It will be up to the local government to ban the game.
